This is not well thought out at all. You want legalize pot, okay, its not a great idea, it will alter your brain patterns and slow your thinking. Drug use is a social/medical problem not a criminal one. The war on drugs could be considered insanity where the same practices are repeated over an over with the expectation of a different outcome which never eventuates. One of the worst aspects is that it forces non criminals to associate with real criminals to appease their addiction.
